What is a Drug Treatment and Testing Order?

Drug Treatment and Testing Order (DTTO) is a disposal available to Sheriff and High Courts. This is for people with an established pattern of problematic drug use and whose drug use is directly linked to their offending behaviour. It is a high intensity order, often given in cases where there is a high risk of custody.

The goal of a DTTO is to reduce or stop drug use through treatment and intervention.

People with a diagnosed mental illness or no accommodation may not eligible for this order, however this is assessed on a case-by-case basis.

How does a Drug Treatment and Testing Order work?

Before a DTTO is issued, a Justice Social Work report is completed. If the social worker identifies a pattern of offending that is related to and impacted by the persons ongoing drug use, they will contact a member of the DTTO team for an initial screening.

If the person appears to be a suitable candidate, the court may defer sentencing to allow for a more in-depth assessment. A member of the DTTO team will then arrange an appointment and complete this assessment which will include a recommendation on the persons suitability.

A DTTO can last between 6 months and 3 years, with 18 months being the most common duration.

What is involved in a Drug Treatment and Testing Order?

  • Twice-weekly contact during the initial stages.
  • Frequent drug screenings.
  • Regular court reviews in order to allow the sentencing Sheriff to monitor compliance and progress.

Who provides support during a DTTO?

The DTTO service is pan-Ayrshire. There are three distinct roles within the team delivering the service and interventions:

  • Supervising Officer - Oversees the order, monitors compliance and compiles the assessment and review reports.
  • Addictions Worker - Delivers the therapeutic interventions and is primarily responsible for carrying out the oral drug screens.
  • Recovery Development Workers - Provides practical supports, assistance with welfare needs and also build links and connections within the recovery community to help build the persons own recovery capital.

The team work alongside NHS addictions, housing and other key partners to ensure a holistic approach to the individuals' recovery is adopted.

Within South Ayrshire, DTTO appointments take place held within the Justice Social Work offices at Macadam House, Charlotte Street, Ayr, KA7 1EA and also within the Compass recovery hub in Ayr. The DTTO team are however based in North Ayrshire and can be contacted at their office on 01294 322640.
