Commissioning: What we do

When we commission services, we apply four stages based on a cyclical premise applying Analyse, Plan, Do and Review methodologies:

Analyse

  • Review and re-commission care and justice services
  • Benchmarking e.g. service provision, rates, the market place, commissioning practice, policies and procedures
  • Engagement with stakeholders including full involvement of people with lived/living experiences
  • Market analysis, engagement, stimulation, shaping and facilitation
  • Data and cost analysis
  • Best Value principals
  • Options appraisals 
  • Application of SAHSCP Quality Assurance (QA) Framework
  • Notifications i.e. complaints, compliments, incidents and accidents
  • Evaluators for South Ayrshire Council Contract Supply Management (CSM) Balanced Scorecards
  • Moratoriums

Review

  • Relationship Managers
  • De-commission services
  • Co-ordinate fee uplifts
  • Work with our Partners including but not limited to the Care Inspectorate, NHS Scotland, Care Home Professional Support Team, other Local Authorities/Partnerships, Scottish Care
  • Lead and facilitate Service Provider Forums
  • Respond to Out of Authority Queries
  • Contribute to Large Scale Investigation Considerations / Large Scale Investigations
  • Service Provider financial sustainability monitoring
  • Identify and measure progress against agreed outcomes for commissioned services

Plan

  • Develop Commissioning Plans
  • Project managers
  • Contribute to Integrated Impact Assessments (IIAs)

Do

  • Strategy writing related to service provision
  • Develop outcome-based service specifications in partnership with stakeholders
  • Communication planning
  • Develop contracts
  • Award criteria for tenders
  • Evaluation of tenders
  • Commission new services
  • Mobilise commissioned services
  • Facilitate transfer of services 
  • Quality assurance evaluation i.e. supportive measures

 

Service Support

  • Provide responses to relevant Freedom of Information (FOIs) Requests
  • Information Governance e.g. Data Protection Impact Assessments (DPIA's)
  • Members of User Intelligence Groups (UIGs), local, pan-Ayrshire and National collaborative groups
  • Contribute to Local Planning Partnerships
  • Policy and procedure writing related to commissioning
  • Governance Reports
  • Contractual Advice - related to social care
