The Promise in South Ayrshire

In 2016 the Independent Care Review was commissioned by the Scottish Government to conduct a root and branch review of Scotland's care system. Between February 2017 and February 2020, the Care Review heard over 5,500 experiences from children, young people and adults who had lived in care and the paid and unpaid workforce.

The Care Review published its findings and recommendations in a set of five reports, The key report for change is 'The Promise' which sets out an overall view of what the new approach should be to ensure that young people grow up loved, safe, and respected to realise their full potential. The Promise is broken into 5 foundations Voice, Family, Care, People and Scaffolding.

The Promise 5 Foundations

The Promise Scotland was established in March 2021 to help Scotland to keep its promise.

Plan 24-30

Plan 24-30 is Scotland's route map to #KeepThePromise by 2030. The plan sets out WHO needs to do WHAT by WHEN to make sure the promise made to babies, children, young people, families and care experienced adults in February 2020 is kept in full by 2030.

Plan 24-30 is organised around the five foundations of the promise: voice, family, care, people, and scaffolding and identifies 28 themes (outlined below) that we must address to make the changes needed across all of our services to implement the promise.

Our Promise in South Ayrshire

The promise is given is given strategic priority across our key plans and strategies, for example:

Local Outcomes Improvement Plan

South Ayrshire's Local Outcomes Improvement Plan identifies 'improving outcomes for care experienced children and care leavers' as a key priority of the Community Planning Partnership.

South Ayrshire Council will place love and relationships at the centre of the experiences and outcomes for every infant, child, and young person with care experience. We will do this through working together to fully implement the findings of the care review and The Promise by 2030.

Children and Young People's Services Plan 2023-26

The Children and Young People's Services Plan 2023-26 shares our journey in South Ayrshire to place families at the heart of everything that we do, with a focus on prevention and early intervention. Please click the below link to download a copy of the new plan.
